Motorcycles, trucks, and special toll rules in Brazil (2026): half tariff, exemption, raised axles, and the frequent-user discount
There is no single national rule for motorcycles: on older federal contracts they pay half, on São Paulo tables half, and on the newest concessions, such as the Dutra and the Siga Fácil programme, nothing. For trucks the raised-axle law applies, and for every tag user the basic-tariff and frequent-user discounts do.

Motorcycles: half or nothing, depending on the contract
On the older federal tables a motorcycle is category 9 with a 0.5 multiplier, half the car tariff, as in ANTT's table for the BR-050. On recent federal contracts the rule changed: CCR RioSP's table classifies motorcycles, scooters, tricycles, and mopeds as exempt, and ANTT confirmed the exemption when it launched the Rio–Santos free flow in 2023.
In São Paulo, ARTESP's consolidated table has a motorcycle column at half the car tariff: on the Tamoios, since 1 July 2026, a car pays R$6.10 at Jambeiro and R$13.00 at Paraibuna, and a motorcycle R$3.05 and R$6.50. On the concessions signed from 2024, Novo Litoral, Ecovias Nova Raposo, and CCR Sorocabana, Siga Fácil states that all motorcyclists are exempt on stretches with the system, identified by plate. The 50 percent rule is contract practice; we found no statute fixing it.
Raised axles: the rule of Law 13,103/2015
Article 17 of Law 13,103/2015, as worded by Law 13,711/2018, provides that throughout the national territory, cargo vehicles travelling empty are exempt from toll on the axles they keep raised. The rule applies on federal, state, district, and municipal roads, including concessions. Until technical means exist to measure the load, vehicles that cross plazas with one or more axles raised are deemed empty, subject to inspection; on federal concessions application follows ANTT regulation.
Paragraph 5 of the same article punishes drivers who travel with axles improperly raised, that is while loaded, with the offence in article 209 of the Traffic Code. ANTT Resolution 6,024/2023, which regulates the mandatory Vale-Pedágio under Law 10,209/2001, restates the exemption and sets fines for shippers who fail to supply the voucher, of R$3,000 per vehicle and trip. Free flow must also observe article 17 when classifying the vehicle.
Official exemptions
Under the CCR RioSP contract the exempt vehicles are motorcycles, scooters, tricycles, and mopeds, ambulances, official vehicles of the Union, states, municipalities, and Federal District and their entities, owned or contracted, and diplomatic corps vehicles; any additional exemption requires an economic rebalancing of the contract. In São Paulo, ARTESP Ordinance 56/2025 exempts vehicles of the granting authority and its technical agent, the Highway Military Police, public emergency services such as the fire brigade and ambulances on duty, military forces in training or manoeuvres, and accredited official fleets, with the exemption operated by tag in automatic lanes; cards for manual booths are no longer issued. No official source consulted provides an exemption for people with disabilities.
DBT and DUF: the tag discounts
ANTT describes the frequent-user discount as a progressive reduction of the tariff on each repeated passage through the same plaza within the same month, reaching its greatest reduction on the thirtieth passage. On the Dutra it is automatic, without registration, for categories 1, 3, and 5, and starts on the second passage through the same plaza in the same direction; the basic tariff discount of 5 percent applies from the first tag passage, or 5 percent per axle for commercial vehicles. In São Paulo the architecture is the same, but the percentages are contractual and ARTESP's pages do not publish them in consolidated form; Ordinance 56/2025 records that tag use already reaches 70.4 percent of passages.
Time-of-day pricing
There is no official night-tariff programme. Time-based charging exists in two places: the free flow on the Dutra's express lanes in Greater São Paulo, whose tariff varies by day and time, and the weekend and holiday surcharge on the Rio–Santos, where the R$4.90 weekday tariff becomes R$8.10, with the higher rate running from 6 p.m. the day before to 6 a.m. the day after.

Do motorcycles pay tolls in Brazil?
It depends on the contract. Half the car tariff on older federal tables and on São Paulo tables such as the Tamoios; full exemption on the Dutra (CCR RioSP) and on São Paulo concessions signed from 2024.
Does an empty truck pay for raised axles?
No. Article 17 of Law 13,103/2015 exempts the raised axles of cargo vehicles travelling empty, nationwide. Travelling loaded with a raised axle is an offence under article 209 of the Traffic Code.
Are people with disabilities exempt from tolls?
No official source consulted, the CCR RioSP contract or ARTESP Ordinance 56/2025, provides such an exemption. Exemptions cover motorcycles on certain contracts, ambulances, official and diplomatic vehicles, and security forces on duty.
What is the DUF?
